Rachel I. Hockenbarger has been with Phelps-Chartered since 1983. In 1986, she graduated Magna Cum Laude from Washburn University, in Topeka, Kansas, having earned her B.A. in Criminal Justice. Her Juris Doctor was earned from the Washburn University School of Law in 1989 where she was a representative on the Washburn Student Bar Association. Rachel is currently licensed to practice before all Kansas Courts, State and Federal, the United States Court of Appeals for the 10th Circuit, the tribal court of the Prairie Band Pottawatomi Nation, Pottawatomi Reservation, and the Kickapoo Tribal Court, Kickapoo Tribe of Kansas.

Rachel serves as a court appointed parent's attorney for the Child in Need of Care (CINC) Panel in Shawnee County. In addition to her court appointed cases, she handles private CINC matters, family law, Indian Child Welfare Act (ICWA) matters for the Prairie Band Potawatomi Nation, adoptions, guardianships, school law, and contract and collection matters.
